Statewide Planning Section
The Statewide Planning Section is responsible for the Arizona Water Initiative and Rural Programs.
Mission
The mission of Statewide Planning is to propose water management strategies to preserve and enhance water supplies of the State on behalf of, and in partnership with, the citizens of Arizona.

In 2010 the Arizona Legislature passed H.B.2661, which created the Water Resources Development Commission for the purpose of assessing the current and future water needs of Arizona.

Arizona's Strategic Vision for Water Supply Sustainability was published in 2014 and provided an analysis of water supply problems the State is facing and organized the State into "solution oriented Planning Areas."

The Governor’s Water Augmentation Council was created by Executive Order 2015-03 and tasked to investigate the long-term augmentation strategies for the State, as well as explore additional water conservation opportunities, identify infrastructure needs and, report policy direction or statutory changes to take Arizona into the future.

The 2019 Governor’s Water Augmentation, Innovation and Conservation Council created by Executive Order 2019-02, superseding the former GWAC, was formed to expand the Governor's Water Initiative and focus on water augmentation, innovation and conservation.

The Statewide Planning Section of the Arizona Department of Water Resources has been working with rural entities since the implementation of the 1999 Rural Watershed Initiative, a program established to provide support to rural water groups.
