Civil Rights

Arizona Department of Water Resources Policy And Notice of Nondiscrimination

The Arizona Department of Water Resources (ADWR) is committed to ensuring that no person is excluded from participation in, denied the benefits of, or subjected to discrimination under any program, activity or service that it provides on the basis of race, color, national origin, or on the basis of gender or disability, or on the basis of age, in violation of Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, Title IX of the Education Amendments of 1972, Age Discrimination Act of 1975 and U.S. Department of Homeland Security regulation 6 C.F.R. part 19. ADWR complies with Federal civil rights laws and is committed to providing its programs and services without discrimination.

ADWR is required to administer its program and activities without regard to race, color, national origin, gender, age, disability or limited English proficiency.

Title VI: Non-discrimination Program

Title VI of the Civil Rights Act of 1964 is the main legal authority for ADWR's external non-discrimination programs. Title VI prohibits discrimination on the basis of race, color, or national origin in programs or activities receiving federal financial assistance. Once an organization accepts federal funds, all of its programs and activities are covered, regardless of their funding source.

What Does This Mean?

ADWR cannot, on the basis of race, color, gender, national origin, age, disability or income status either directly or through contractual means:

  • Deny program services, aids or benefits.
  • Provide a different service, aid or benefit, or provide them in a manner different from what is provided to others.
  • Segregate or separately treat individuals in any matter related to the receipt of any service, aid or benefit.

ADWR will not tolerate intimidation, threats, coercion, or discrimination against any individual or group for the purpose of interfering with any right or privilege guaranteed under law or regulations, or because the individual has filed a complaint or has testified, assisted, or participated in any way in an investigation, proceeding, or hearing or has opposed any ADWR action or decision.

ADWR will take reasonable measures to provide access to agency services to individuals with limited ability to speak, write, or understand English and/or to those with disabilities.
